Territory and nature: planning and management

The group analyses the theories and practices in the field of territorial planning and management which seek to condition territorial relations, territorialities and nature, in their various dimensions and scales, from an institutional, technical and cultural point of view. Thus, the research seeks to understand the structures and cultures of territorial planning and management, considering the socio-technical networks that conform them, the possibilities of socio-technical transitions that lead to the reduction of the processes of degradation of nature and also the territorial dynamics deeply based on the relation society-nature. The group has led two research projects funded by CNPq (Editais Ciências Sociais Aplicadas e Universal) and leads a group of the Fapesp Thematic Project Environmental Governance in the Macrometrópole Paulista in a context of climate variability. The group leader has organized a book on Urban APPs and the researchers and students have published articles in journals and conferences.

Territorial planning field

The group aims to develop theoretical reflections and empirical studies on the field of planning ¿ its constitution, organization, institutionalization and meaning especially in relation to territorial dynamics, as well as its theoretical and methodological foundations, as practices, policies and instruments with repercussion on the territory and also the peculiarities of professional training in planning and its institutions. The publication of articles in journals, organization of seminars, production of documentaries, didactic material and production of technical reports reflect the work of the research group, as well as the various master’s and doctoral orientations and the participation in seminars of national (ANPUR) and international institutions (ALEUP, AESOP, GPEAN) dedicated to the field extend political and technical planning practices beyond the academic sphere.

Research topics

This line of research aims to address the relationship between networks and territorial systems and their relationship with nature and socio-environmental impacts, at multiple scales from regional to local, considering a series of elements that compose it: transport and logistics networks, green infrastructure, protected areas and conservation units, green areas systems, among others, observing the way they are planned and the way they are governed by state agents…

The research line aims to understand the territorial characteristics of urban-rural interface areas and rural areas of metropolitan regions, in the understanding that the metropolis does not have only the city as its spatial resultant, as well as to emphasize that it is not possible to conceive the idea that the entire metropolitan territory is urbanized is essential to subsidize territorial planning and management actions that allow the maintenance of these territories and the nature of their relationships.

Among the most important issues in the relationship between territories and nature is the presence in multiple dimensions of water, which has posed a number of challenges for planning and management, such as the recrudescence of droughts and floods, the need to ensure water security, the degradation of quality and quantity for the maintenance of life, among others. Thus, this line of research brings together territorial and institutional analyses that address these issues.

Research topics

The research line focuses on the trajectory of territorial planning in Brazil, considering the disarticulation and limited scope of policies and practices to absorb the demands of development in the country. It highlights its imbrication in the socio-economic and political-institutional dynamics, debates and training experiences in territorial planning, as well as in the contexts of political practices of popular training and insurgent movements.

This line of research comprises the political, normative and administrative structures of the territories and their role in planning in Brazil. Although constitutionally provided for, the territorial planning as a State policy has not materialized in all its scales and dimensions. However, it seeks to recognize and propose advances in systems and practices that address the disputes for and in the territories.

In a context of major socio-environmental transformations, this line of research explores innovations in the field of planning, from national and international experiences and approaches specific to the field. In view of its consolidation in Brazil, comparative studies will be valued in the perspective of reflection and development of theories, methodologies and techniques in a transformative praxis.
